You will recall that I wrote to you on the 19th October, 1948, explaining that we had passed on to the Governor of Hong Kong semi- officially two sug estions about the Hong Kong Port Committee which were based on com ents sent home by Allen.

You may be interested to know that the Governor has appointed the Commis: ioner of Labour to be àn ex-officio member of the Committee to represent the inter sts of labour with effect from the 1st January, 1949.

He has also said that he considers that both seagoing and stevedore and other water-front

labour are intimately concerned with the working of the port and that when
